NIRA Collects Shs 4.8Billion in Fees as Mass Registration Hits 72%

 

More than 28 million Ugandans have so far been registered for issuance of national IDs by the National Identification and Registration Authority (NIRA) over the past 5 years.

The 28,451,956 people registered by June this year represent 72% of the entire population of 40Million.

Last Financial Year, 69% of the population had been registered.

Of the 28,451,956, according to the Ministry of Internal Affairs, a total of 25,204,405 persons have been fully registered and assigned NINs

Up to 15,307,864 (60.7%) have been issued with their National ID cards, while 2.6 million are pending issuance.

More than 4.8Billion shillings was collected last year alone from the people registering for the national IDs.

NIRA currently charges Shs 50,000 per person for ID renewal, replacement, change of information, for locals and $100 for foreigners.

It also charges fees going up to Shs 240,000 for delayed ID renewal, as well as other fees for Civil Registration activities (Birth and Death Certificates and Adoption Orders)

The money is by law deposited to the Consolidated Fund.

NIRA is also carrying out registration using 4×4 trucks equipped with registration equipment

Meanwhile since 2016, a total of 6,623,981 learners below 16 years have been assigned with the National Identification Numbers.

The proportion of the total population registered for National Identity cards was at 72.2% in FY 2018/19 compared to 69% for FY2017/18.

Meanwhile according to figures from the authority, last year alone a total of 616,525 births were registered and 121,819 birth certificates issued.

NIRA also registered 3,886 deaths and issued 2,893 death certificates

The adoption orders registered stood at 92, 80 of which were issued certificates.

Meanwhile, NIRA recently commenced extension of Mobile birth and death registration services in remote and hard to reach districts were done.

To date, 9 districts have been reached including Mubende, Amolator, Gulu, Mukono (Koome Islands), Katakwi, Kabarole, Kitgum, Kabale, Buikwe, and a total of 33,115 births were registered

The Authority has also procured 2  mobile 4×4 trucks equipped with registration equipment, public address and other audio-visual equipment were delivered to NIRA to be used to carry out countrywide mobilization and mobile registration
