KCCA Unveils Tough New Measures for Opening of Public Transport

Kampala Capital City Authority (KCCA) has developed tough guidelines for opening of public transport.

In his most recent address to the nation on 19th May, President Museveni said public transport will resume on 4th June 2020.

The Ministry of Kampala Capital City and Metropolitan Affairs was therefore tasked to develop guidelines for safe opening of public transport in compliance with Standard Operating Procedures (SOPs) developed in consultations with the Ministry of Health.

Addressing reporters at Uganda Media Center on Thursday, the Minister for Kampala Betty Amongi laid out a detailed plan for safe operations of public transport during COVID-19 period which was approved by Cabinet on Monday 25th May.

Among the new guidelines, Public transport owners must adopt modalities for the protection of public transport workers during the pandemic with adequate Personal Protective Equipment (PPE), reduce direct contact between staff and passengers, checking temperature and using any other system of monitoring for positive symptoms.

As Museveni directed earlier, vehicles will be operating at half capacity and no touts will be allowed in the parks or stages.

Additionally, passengers shall line on clearly marked points at each stage while taxis shall park at designated areas in accordance with the 2-meter distance as per SOP for Public Service Vehicles (PSV).

Each PSV is expected to have hand washing facilities while all passengers must wear a mask.

A vehicle found carrying passengers without masks will risk losing their PSV license.

Meanwhile, beginning Friday 29th May 2020, all taxi operators will report to KCCA to be assigned the parks/ stages and routes where they will be operating.

After obtaining a stage/ route where they will operate, they will report to Ministry of Works and Transport to obtain a temporary route chart valid until 31st December 2020.
