EXCUSIVE: Museveni to Summon NRM Caucus over Curriculum, Tumwine Censure

Members of Parliament from the National Resistance Movement party are set to meet at State House on Monday next week.

According to sources from the Government Chief Whip’s office and State House, NRM Caucus legislators are expected to receive invitations through their cell phones on Saturday evening to attend the meeting.

ChimpReports has leant that first on the meeting agenda is the implementation of the lower education curriculum which has lately pitted the Executive against the Legislature.

Parliament last week halted the implementation of the curriculum noting that the country is not yet ready in terms of funding and preparation of teachers.

On Monday this week Cabinet, against the Parliament’s resolution, cleared the implementation of the curriculum developed by the National Curriculum Development Center.

The development culminated in to the summoning the Minister of Education and Sports, Janet Museveni by Parliament to appear in person on Tuesday to brief the House on government’s insistence on the implementation of the new curriculum.

Members of Parliament during the plenary sitting of Thursday demanded that the minister, also First Lady, should appear personally and explain why the Executive defied Parliament’s resolution to suspend the new curriculum and should not delegate her juniors.

The new curriculum is meant among others, to reduce subject and content overload and addressing the needs of all students and lay foundation for improved pedagogy and assessment procedures that allows learners to realize their full potential more effectively.

The Caucus sitting is also coming at time when MPs are collecting signatures to censure the minister of Security, Gen. Elly Tuwmine.

MPs on Wednesday February 6, 2020 passed a motion to censure Gen. Tumwine over alleged torture in safe houses and the accusations that the latter frustrated a committee of Parliament’s investigation.

The Parliamentary Committee on Human Rights made three recommendations including holding Tumwiine accountable.
