“You Can’t Solve Parliamentary Issues In Court,” Kadaga Warns Mps Karuhanga, Odur
Speaker Rebecca Kadaga yesterday hinted that Parliament might be forced in the future to reprimand legislators who disagree with its decisions.
She made these remarks in a response to a court injunction that was issued by High Court halting Parliamentarians from spending ten billion shillings meant for the fight against Covid-19.
Ntungamo Municipality Member of Parliament (MP) Gerald Karuhanga and Jonathan Odur his Erute North counterpart petitioned the Court for this injunction.
Notably they argued that it was selfish of parliament to allocate itself this money and did not follow the rightful procedures.
However, while presiding over parliament on Thursday, Kadaga absolved the institution from any blame saying all processes had been followed and that the duos action was motivated by bitterness.
She wondered why they did not object to the decision in full view of cameras but instead chose to stealthily drag the matter to the temples of justice.
“If you lose and you think that you have lost why don’t you stand up to reject the decision?” Kadaga pondered.
“They lost and then they went out to court. I think we need to find a way of dealing with these members. You cannot solve parliamentary issues in the court.”
Kadaga who is a lawyer by training also aimed a dig at the Attorney General William Byaruhanga whom she accused of acting indifferently on a number of occasions Parliament has been sued.
While Byaruhanga is supposed to advise government, she noted that on a number of occasions he had abandoned Parliament to fight its own battles alone in the courts of law.
“Sometimes we don’t know which side you are on. Sometimes you have abandoned us there in the court; you have consented with the other side to diminish the powers of parliament,” Kadaga observed.
