Court Issues Warrant of Arrest for Kampala RCC

Buganda Road Grade One Magistrate Asuman Muhumuza yesterday issued a warrant of arrest for Kampala Deputy Resident City Commissioner Hajjat Hawa Ntenge on charges of obstructing police from arresting a suspect in the LC1 bicycle scam.

The warrant was requested by State Prosecutor Patricia Cingtho after Ntenge failed to respond to court summons.

In the last court sitting, the magistrate had issued criminal summons requiring her to appear before her on Thursday to take a plea on charges of obstructing the arrest of Eng. Kakiiza, one of the key suspects in LC1 bicycle scam.

The warrant of arrest has accordingly been issued with orders for the RCC to be brought to court on March 5th 2020 for plea taking.

It is alleged that on April 25th 2019 at Embassy House on Parliamentary Avenue in Kampala District, the Deputy RCC for Kampala Hajjat Hawa Ntege knowingly obstructed Detective Assistant Inspector of Police Godfrey Onume  and Detective Sargent Francis Tayebwa  from arresting  Eng Robert Kakiiza who had disappeared on being indicted with  corruption charges.

The charges against Kakiiza were in relation to the misappropriation of 4.2 billion shillings that was meant for the procurement of 70,000 bicycles by the Ministry of Local Government which were meant for Local Council Chairpersons and Parish leaders ahead of the 2011 General Elections.

Other officials on the same case with Kakiiza include former Permanent Secretary in Ministry of Local Government, Henry Bamutura, former Principal Accountant  Timothy Musherure,  Samuel Emorut Erongot among others.

Kakiiza survived jail after faking his death which compelled the Director of Public Prosecution (DPP) to scrap off his name on the charge sheet.
