“Stop undermining parliament,” Kadaga tells NRM caucus

The Speaker of Parliament Rebecca Alitwala Kadaga has warned the NRM Parliamentary Caucus against undermining the powers and operations of Parliament.

Chairing the Wednesday sitting, Kadaga together with the opposition legislators wondered how the NRM Parliamentary caucus sitting at State House Entebbe resolved to stay the 15% tuition increment at Makerere University yet the matter is before the Parliamentary committee on Education for scrutiny.

Masaka Municipality legislator and also the shadow Minister for Education Mathias Mpuuga was the first to raise a concern questioning the Monday decision of the NRM Parliamentary Caucus to stay the 15% tuition increment at Makerere University.

The increment had been cited as the leading cause of a student strike at the university, which paralysed the institution.

Efforts by the Chief Whip, Ruth Nankabirwa to explain the circumstances under which the NRM Parliamentary Caucus decided to stay the 15 % tuition increment generated a serious debate on the floor of parliament.

This compelled the speaker to sound a strong warning to the NRM Parliamentary Caucus against their ill motives of undermining Parliament.

The other resolution that NRM Caucus passed was to oppose the controversial Administration of Parliament Amendment Bill 2019 that seeks to establish a dean of independents, office of the deputy leader of opposition, deputy opposition chief whip among others.
