Med Kaggwa succumbed to hypertension – Medical report

Kampala, Uganda | THE INDEPENDENT | Case Medical centre said that the Uganda Human Rights Commission chairperson Med Kaggwa succumbed to hypertension.

Kaggwa, 64, collapsed yesterday morning moments after leaving his home in Mulago, on the outskirts of Kampala. He was moments later rushed to Case Medical Centre, where he was pronounced dead on arrival.

Dr Patrick Kaliika, the medical director of Case Medical centre says that Kaggwa was rushed to the hospital at 7:55 am by a medical doctor from Mulago hospital who found him convulsing in his car near the Mulago roundabout.

“The car allegedly stopped suddenly and knocked another car in front of it. The car was found locked hence broken into by the bystanders. He was found convulsing and unresponsive,” he says in a statement released yesterday afternoon.

Kaliika says that at the scene, the doctor started a one-man resuscitation (CPR) with mouth to mouth respiration and cardiac compression.

“He was brought into Case ICU while still unresponsive and still on basic life support. But no vital signs for life were detected on arrival. ICU team took over, started advanced life support, resuscitation was continued for one hour with no return of vital signs of life. He was declared dead at 9:00 am,” the report adds.

Kaggwa was reported by his family to have been hypertensive and on treatment.

The former member of both the Ugandan Parliament and the East African Legislative Assembly was scheduled to take part in a media round table discussion organized by the UN children’s agency-UNICEF to commemorate World Children’s Day, yesterday.

Kaggwa, a qualified lawyer has been serving as the chairperson of Uganda Human Rights Commission. He has also been a Commissioner and Special Rapporteur on Prisons and Conditions of Detention of the African Commission on Human and Peoples’ Rights and a Commissioner of the Organisation of Islamic Cooperation (OIC) Independent Permanent Human Rights Commission.

He studied from the National University of Ireland, where he obtained a Master of Laws degree, Makerere University and the Law Development centre.

He was a Member of the Constituent Assembly that drafted the 1995 Constitution of Uganda and a Commissioner of the Uganda Constitutional Commission. Additionally, he has been Head of Department of Law at the Law Development Centre and held a Political Office as Minister in Charge of Political Affairs in the Office of the President.

He is survived by a widow and five children.
