Kadaga Calls for Order in Lockdown Implementation

The Speaker of Parliament, Rebecca Kadaga has called for order in the implementation of the presidential directive on Coronavirus that has registered drama in some places.

Chairing the House on Tuesday, Kadaga noted the conduct of some of the Local Defense Unit personnel are unbecoming.

“With the country currently under lockdown and aware of the curfew that has been imposed taking effect 7pm today, I would like, to express my indignation and that of other Ugandans, about the conduct of LDUs in executing the Directives on the Covid19,” said Kadaga.

Videos and pictures circulated yesterday on social media of armed LDU personnel dangerously beating motorists defying the measures issued by President Yoweri Museveni.

Kadaga said beating of people is unnecessary and matter of grave concern.

“The unnecessary beating of citizens is a matter of grave concern. We acknowledge the need for the lockdown but let us have order in the way that things are done,” noted Kadaga.

The Speaker also asked to about the command structure of the LDU, the group assisting police and army in enforcing security.

“Indeed one would like to know; what is the command structure of the LDUs; whom do we contact to complain to or if they performed well, whom do we contact to compliment them,” Kadaga asked.

LDUs are recruited, trained and commanded by the UPDF.

President Museveni on Monday issued additional measures among others banning the use of private vehicles.

“We have decided to take additional measure to prohibit all people to people movement by everybody including those using their private vehicles, bodabodas, tuk-tuks etc,” said Museveni.

Shopping malls, arcades, hardware shops, which gather a lot of people to sell and buy non-food items have also been suspended for 14 days starting tomorrow 1st of April, 2020.

A night curfew from 7PM has been imposed across the country for 14 days.
