Why Museveni moved to promote top security chiefs, turned heads at key areas URA and Bank of Uganda at peak of coronavirus war

The world is grieving as the deadly coronavirus continues to cause havoc.

Presently, the Coronavirus Cases are at 783,292, deaths are 37,744 while those that have recovered are 164,753.

Donald Trump, the US President revealed sometime last week that he has ‘never seen anything like this’.

This is how grave the coronavirus which started in Chinese city Wuhan sometime in December, tearing into the entire planet.

It is a bomb that is going to leave the entire universe bleeding after robbing it of the population and many wounded.

It is no mean feet. So every leader is not only looking at getting her people out of the den but also looking beyond the damage.

How do you prepare yourself for this damning devastation. It is a social, economical and political damage that can not simply be erased in one night, week, month or even year. We are talking about a decade or more.

This is a third world war dressed in a virus. No gun shot has been heard but every country is ordering their people to stay indoors.

Army Promotions

So back home why would President Museveni make sweeping promotions in the army and then in the key areas of finance.

Army chiefs promoted to the rank of Major General included; CMI chief Abel Kandiho to Maj-Gen Kandiho, Joint Anti-Terrorism Taskforce boss Col. C. K Asiimwe, National Enterprises Corporation deputy Ddiba Ssentongo, Hudson Mukasa Defence attache to Kenya, Lucky Kidega, Defence attaché to Somalia, Innocent Oula, UPDF legislator and head of Civil Military Cooperation, Geoffrey Katsigazi deputy deputy commander of the UPDF Airforce, Jack Bakasumba Joint Chief of Staff Uganda Police and Charles Okidi Chief of Staff, Airforce and George Igumba Chief of personnel and administration.

President Museveni is aware of the huge task ahead of dealing with a population tortured by the adverse effects of the coronavirus in the western world and China.

Police role in messy quarantine exercise

Sources say the President was not amused by the role of police in dealing with the quarantine exercise at Entebbe Airport and selected hotels.

Several elements bribed their way out of the airport without being tested. Some senior government officials and in security made their way to the airport and had their people leave the airport without testing.

In his regular coronavirus news conference he has not been pleased when talking about how sick people were released into the population.

Entebbe DPC Baker Kawonawo (above) was arrested after cases of people sneaking from Entebbe check point and quarantine centres.

The President is said to be angry with police for not heeding to his directives. By promoting top UPDF and spy chiefs, sources say he wanted his next battle of securing the borders and ensuring the measures against coronavirus spread are executed to the letter.

Opposition involvement in coronvirus campaigns

The President is aware of the consequences of the coronavirus and how he must get it right. Sources say he is aware of the times ahead and how he will be judged by his performances in securing the nation against this deadly virus.

He is also aware of the opposition who have been reported to be involved in helping the population. Dr Kizza Besigye, Robert Kyagulanyi and Muhammad Nsereko among others were in different parts of the metropolitan areas involved with the population. It is an electioneering year which nobody can ignore.

Swift changes at URA

The President fired Uganda Revenue Authority chief Doris Akol on Sunday and immediately ordered Johnson Musinguzi to assume her roles. The coronavirus fight is a mountain of a fight. It was not planned for.

President Museveni is aware he will not have to look elsewhere as everybody is fighting for their own. US, Asia and the western world are bleeding.

The President expects total commitment and fight for every coin at the tax body. Akol played a huge role and has been posting good figures. Let along the recent 600Bn Shilling loss.

Internally, the outgoing URA boss had challenges which required a distant individual to be given a chance to stream line and give fresh direction.

Musinguzi has been working with the President and he must have seen in him a man capable of steering the ship from where Akol left it.

Gaps at BoU 

Bank of Uganda has it been in and out of the news. The departure of Louis Kasekende, a brilliant economist and strategist at the institute created a huge vacuum which required an astute character.

Adam Mugume, the director of research who had just been in there for a few days, was replaced by Dr Michael Atingi-Ego. Ego is an intelligent economist who has been in and out of assignments with International Monetary Fund IMF.

President Museveni sources wanted a man to help shape the bank and guide it through the current boil of current coronavirus but also from its squabbles that saw the resignation of the all-powerful director of commercial banking Justin Bagenda after the brutal sessions at Parliament’s PAC committee.

Ego’s relationship with IMF will be key post the coronavirus era since the country will have to move in to reorganize the economy and funds will be inevitable.
