Crime Preventers Boss Kamugisha Eyes NRM Youth League Chairman Seat

Blaise Kamugisha, the national coordinator of the National Crime Preventers Forum (NCPF) is set to join politics, seeking to take the chair of the ruling NRM Youth League.

Mr Kamugisha, this website has learnt, has already started soliciting support from the ruling party’s youth leaders.

Recently, the 29-year-old met NRM youth chairpersons from all sub counties of Isingiro, his home district.

The Isingiro party youth chairman John Mudogo confirmed the meeting while speaking to this website yesterday.

“It was a consultative meeting; he thought he couldn’t embark on a mission like that without asking us the people from his district,” Mudogo said.

“We did endorse him and we believe he will come out triumphant.”

The 29-year-old, has since 2013 been heading the crime preventers forum, whose membership is said to be in the upward of 7million Ugandans.

A brain child of Mr Kamugisha and former Inspector General of Police, Gen Kale Kayihura, the forum was part of the Uganda Police’s efforts to fight crime through community policing.

But with 2020, a year of electioneering around the corner, Kamugisha has set his eyes on the NRM youth league seat that is currently held by Nassur Gadaffi.

Other people that have expressed interest in the position include Amanya Tumukunde, son of former minister Henry Tumukunde.

Through his tenure, Gadaffi has proved a controversial figure and faced criticism for polarizing the youth wing of the NRM Party.

Gadaffi in 2017 openly opposed the age limit constitutional amendment, much to the shock of his colleagues.

He also threatened to lead part of the NRM Youth League to support former Prime Minister Amama Mbabazi who challenged the NRM Chairman President Yoweri Museveni in the 2016 election.

Besides publicly exchanging with other senior NRM leaders including party spokespersons Rogers Mulindwa and his deputy Ofwono Opondo, Gadaffi has been accused of failure to check on his electorate.

“I’ve never seen him ever since I voted for him,” said Mudogo. “I’m not sure I remember his face if I met him now.”

The NRM Youth League elections are expected to be held between May and July next year.

The League chairman is voted by party youth chairpersons from the sub county and district levels.
