Anite’s Tormentors, Otafiire, Rukutana Moved as Youthful Kafuuzi Tales Deputy Attorney General Post

President Museveni has appointed Jackson Kafuuzi Karugaba, 42, a Makerere-trained lawyer and lawmaker to serve as Deputy Attorney General.

Kafuuzi, a little known politician, will replace the maverick Mwesigwa Rukutana who has been sent to the Ministry of Gender to manage Employment and Industrial Relations.

The appointment of Kafuuzi marks a sudden to reign of Rukutana who is well known for shooting from the hip.

Rukutana was at the time of his transfer involved in a bitter war with State Minister for Investment, Evelyne Anite over the future of Uganda Telecom.

Anite accused Rukutana and Justice Minister Rtd Maj Gen Kahinda Otafiire of employing legalistic tactics to frustrate her attempts to find an investor for UTL.

The shifting of Otafiire from Justice Ministry to the East African affairs will be seen as victory for Anite.

Meanwhile, the appointment of Kafuuzi has left many surprised.

The Kyaka South County (Kyegegwa) MP is said to have been rewarded for championing the amendment of the Constitution to remove the presidential age limit clause.

Kafuuzi, who is a brother of prominent human rights lawyer, Ladislaus Rwakafuuzi, was vocal during the plenary hearings, supporting the controversial constitutional amendment.

The new deputy Attorney General sat his Primary Leaving Examination in 1991 at St Joseph’s Primary School, Nabbingo before moving to St Maria Goretti SSS and Entebbe Community Centre for O’ Levels and A’ Levels respectively.

In 2002, he graduated with a Bachelor of Laws at Makerere University before undertaking a Postgraduate Diploma in Legal Practice   at the Law Development Centre in Kampala.

He previously worked as a Legal Officer/Advocate at Rwakafuuzi & Co. Advocate between 2003-2016 before being elected as MP in 2016.

He is a member of Uganda Law Society and East Africa Law Society . He sits on Parliament’s Committee on Human Rights and Legal and Parliamentary Affairs.
