Speaker Kadaga Adjourns Parliament After Ministers Fail to Show Up

After severally warning ministers from skipping plenary, Speaker Rebecca Kadaga yesterday adjourned parliament after a considerable number of ministers failed to turn up.

“The executive appears to be frustrating my work. I gave notice that I wanted ministers here to respond to questions today. I gave notice this Tuesday,” Kadaga rule before adjourning the house.

Quickly, State minister for finance David Bahati who regularly attends attempted in vain to convince her saying others were on their way.

“The two of us are here we can answer the questions which appear on the paper. But others are coming we are making calls for them to come in time”, Bahati pleaded.

At the time, the only ministers present were Bahati and his ethics colleague Father Simon Lokodo.

This, further incensed colleagues with Lwemiyaga legislator, Theodore Ssekikuubo wondering why ministers were not around well knowing that an important matter to deal with police brutality and Electoral Commission’s political road map were on the order paper.

“The whole country has been waiting but looking around you don’t see the minister for internal affairs, minister of defense, the prime minister and leader of government business,” he said.

“It is only proper honorable members that the sanctity and the authority of this house is restored.”

Kadaga suspended the house for 15 minutes warning that if ministers failed to show up she would adjourn proceedings.

“The first two hours under rule 26 are the representation role of members of parliament and this is what the government is trying to avoid. So I am going to suspend this house for 15 minutes, if they are not here I will actually adjourn”

After 15 minutes only three ministers were around. This prompted her to call off the day’s proceedings.
