Prof Nshuti Manasseh Replaces Nduhungirehe as Rwanda’s State Minister for Regional Cooperation

Rwandan President Paul Kagame has appointed Prof Nshuti Manasseh as the new State Minister in the Ministry of Foreign Affairs and International Cooperation in charge of East African Community.

This was revealed by Premier Edouard Ngirente in a statement issued early Friday morning.

He now replaces the abusive Olivier Nduhungirehe who was recently sacked by Kagame.

Nduhungirehe’s firing was welcomed by people from all walks of life in Uganda, Rwanda and South Africa where he had abused diplomats and demeaned leaders.

Manasseh, who holds a Ph.D. in Finance from Aberdeen University, UK, a Masters of Business Administration in Accounting, Aberdeen University, UK, and A Bachelor of Commerce (Hons.) from Makerere University, comes in at a time of heightened tension in East Africa.

He will have to do more to resuscitate Rwanda’s bilateral relations with Uganda which have sharply deteriorated in recent years.

Manasseh will also have to find ways of controlling the damage caused by Nduhungirehe’s incendiary remarks about the Ugandan and Burundian leadership to foster stronger regional cooperation. 

Manasseh, was the Chairman Board of Promoters assigned to set up Umutara Polytechnic (University) in Eastern Province, Nyagatare District.

He also served as The Chairman Board of Governors assigned to turn round SFB (School of Finance and Banking, Kigali, Rwanda) and after turning it round alongside the then management team, in 2011 decided to start a private University with fellow promoters (University of Kigali) which offers quality University education in Rwanda.
