A year down the road, Busia remains without a district chairperson following DP’s court injunction blocking the swearing in of Wandera Geoffrey as the district LCV chairman on grounds that his two rivals Njoki Hasubi and NRM Paul Boniface did not meet the minimum standards to stand for the seat.
The interim district leadership said their hands are tied since can’t formulate policies hence poor service delivery.
Joseph Balisanyuka, the Chief Administrative Officer of Busia, said this has made implementation of policies hard as he is tasked to answer questions beyond his understanding. He said they have had several engagements with the ministry of Local Government but to no avail.
Michael Wandera, the acting vice chairman, said the policies that the substantive council executive formulate lack legal rendering their works worthless.
Balisanyuka said the implementation of policies has become hard as he is tasked to answer questions beyond his understanding requiring executive backing.
Chris Okirya, the Resident District Commissioner said the case in court should be re-visited to avoid clashes over resolutions made by the executive.
Relatedly, Bwire Hassan Opio the Busia municipality mayor attributed the poor planning to lack of government vehicles for monitoring and implementation of programs.
